// involvement in the process of elaboration of documents aiming at sustainable urban development within the North-East ROP 2021-2027 (justification of sustainable urban development at regional level, territorial focus, methodology for allocating funds for urban areas, governance mechanism of strategic documents etc.)
// involvement in the process of territorial analysis of the project proposals related to the North-East ROP 2021-2027 as well as of other spatial information (connectivity, served population, etc.)
SUPPORT FOR LOCAL URBAN PUBLIC AUTHORITIES IN PREPARATION
PROGRAMMING PERIOD 2021-2027
// support in identifying and developing strategic projects with major regional impact;
// support in the elaboration / updating / modification of strategic documents (SIDU and PMUD);
// support in the technical preparation of public investment projects, financed by the Regional Operational Program 2021-2027;
// elaboration of support tools (framework documents, guidelines and good practices, etc.) and provision of specialized technical assistance to LPAs in the urban environment, in order to draw up specific working procedures for the processes of elaboration / updating, monitoring, evaluation, ensuring the partnership framework, prioritizing the projects, etc., related to the strategic documents necessary in order to access the financing available within the ROP NE 2021-2027;
PREPARATION OF THE PROJECT PORTFOLIO IN STRATEGIC AREAS CONSIDERED A PRIORITY FOR THE 2021-2027 PROGRAMMING PERIOD
As a result of the appearance of the Emergency Ordinance no. 88/2020 on the establishment of measures, as well as financial support, for the preparation of the portfolio of projects in strategic areas considered a priority for the programming period 2021-2027, the Ministry of European Funds (MFE) issued Order 855 / 17.07.2020 by which was approved the Applicant’s Guide “Specific conditions for accessing funds from the Technical Assistance Operational Program 2014 – 2020 for the preparation of infrastructure projects in the fields of urban mobility, urban regeneration, road infrastructure of county interest, including detours and / or connecting roads, centers leisure / tourist bases (school camps) and infrastructure and public tourism services, including heritage objectives with tourist potential”
SSDU FROM THE NORTH-EAST RDA, FOR THIS CALL FOR PROJECTS HAD / HAS THE FOLLOWING ROLE / GENERAL ATTRIBUTIONS:
// Elaboration of the “Methodology for selection and prioritization of projects financed from the Technical Assistance Operational Program (OPTA) 2014-2020”, within the call for the preparation of infrastructure projects applicable in the North-East Region (document posted on the old site www.RDAnordest. ro);
// Selection and prioritization of project files submitted within this call;
// Support in the elaboration of the financing request SMIS code 145313 – „Support at the level of the North-East Region for the preparation of projects financed from the programming period 2021-2027 in the fields of urban mobility, urban regeneration, leisure centers / tourist bases (school camps) , infrastructure and public tourism services, including heritage objectives with tourist potential and road infrastructure of county interest, including detours and / or connecting roads. ”
// Involvement in completing and concluding the Partnership Agreements between the North-East RDA, as leader, and the selected partners at the level of the North-East Region;
// Monitoring the submission by the partners in the financial year 2021-2027 of the financing applications, related to the documentations financed from OPTA 2014-2020;
