SUPPORT THROUGH POAT 2014 - 2020
Support through the Technical Assistance Operational Program 2014 – 2020 for the preparation of infrastructure projects
Considering the fact that the infrastructure projects require time periods of approximately 1-2 years for the preparation and elaboration of the technical-economic documentation, it was decided to grant through the Operational Program Technical Assistance (OPTA) 2014-2020 financial support for the elaboration of the technical-economic documentation and other documentation necessary for the preparation and implementation of infrastructure projects in the fields:
// Urban mobility;
// Urban regeneration;
// Road infrastructure of county interest, including detours and / or connecting roads;
// Leisure centers / tourist bases / school camps;
// Infrastructure and public tourism services, including heritage objectives with tourist potential.
Thus, the Ministry of European Funds (MFE) issued Order 855 / 17.07.2020 approving the Applicant’s Guide “Specific conditions for accessing funds from the Technical Assistance Operational Program 2014 – 2020 for the preparation of infrastructure projects in the fields of urban mobility, urban regeneration , road infrastructure of county interest, including detours and / or connecting roads, leisure centers / tourist bases (school camps) and infrastructure and public tourism services, including heritage sites with tourist potential.
This call for projects will finance the elaboration of the following technical-economic documentation:
// feasibility study or documentation for approving the intervention works, as the case may be;
// project for the authorization / abolition of the execution of the works and the technical execution project, including the technical-economic documentation provided in art. XV alin. (1) of the Government Emergency Ordinance no. 83/2016 regarding some measures to streamline the implementation of transport infrastructure projects, some measures in the field of transport, as well as for the modification and completion of some normative acts, approved with modifications and completions by Law no. 205/2019, for which the specific regulations will continue to apply.
DEPENDING ON THE TYPE OF PROJECTS, FINANCIAL SUPPORT WILL BE PROVIDED ALSO FOR DOCUMENTATIONS OF THE TYPE:
// business plan
// marketing study
// opportunity study
// geotechnical studies
// studies for obtaining environmental agreements / approvals
// archaeological studies
// hydrological studies
// topographic studies
// cadastral documentation, any other categories of studies and documentation for obtaining permits / authorizations that are necessary for the implementation of projects in these fields
The applicants of the projects submitted within this call are represented by the partnerships established between RDA, as a partnership leader and:
// territorial administrative units for projects aimed at urban mobility and urban regeneration;
// with the counties or partnerships between them and / or between them and local public authorities for the projects destined to the road infrastructure of county interest, including the detours and / or connecting roads;
// with the territorial administrative units for the public tourism infrastructure projects, including patrimony objectives with tourist potential;
// with the Ministry of Youth and Sports (MTS) / territorial administrative units that own the infrastructures such as leisure centers / tourist bases (school camps) or partnerships between them;
