SHARE PROJECT

Scope

The diversity of the cultural heritage assets, ranging from museums, to buildings to archives, to cultural itineraries and events, is a cornerstone in European identity and a catalyst for social inclusion. It also plays a specific role in achieving the Europe 2020 strategy goals for a smart, sustainable and inclusive growth, given its relevance not only in culture, but also in social and economic development, cohesion, education, tourism and innovation. However, pressure applied by visitors and residents means that heritage professionals, institutions and stakeholders face growing challenges to keep cultural assets and the territory around it protected, enhanced and, at the same time, accessible to all. SHARE aims at exchanging experiences in cultural heritage policies in urban settings, in order to identify best practices and innovative methods to develop a sustainable and smart approach to its management and use. The project will target ways in which smart cities projects can be effectively improved by including a smart and sustainable agenda for cultural assets in urban centers. The exchange of experience method will be based on a review of existing policy tools, European policy outlines and best practices and will include specific researches to be carried out in each partner’s area. The result of the interregional exchange process, lasting 24 months during Phase 1 of the project, will be conveyed in 6 Action Plans, that will indicate ways to successfully transfer of SHARE’s outputs into mainstream policies, with particular reference to 4 ERDF funds.

OBJECTIVES

The overall objective is to contribute to the urban environment protection, pointing at protecting, promoting and developing the urban cultural heritage through the improvement of implementation of regional development policies and programmes.

Specific Objectives

1. Improve the definition and the application of the policy instruments addressing the urban dimension and its cultural heritage, pressing them towards a better understanding of the complexity of the urban phenomena and a stronger use of the innovative technologies;

2. Keep the concepts of sustainability and participatory processes at the centre of urban policies;

3. Improve the destinations of public funds and their management;

4. Improve the vision of cities and towns and their historical heritage not only as a factor of tourism attraction, but also as a cultural and identity attractor for the citizens themselves, who live there. This can be accomplished through innovative approaches to the concepts of liveability and urban environment.

The total eligible value of the ADR NE budget within the project is EUR 169,110.00, of which:

  • ERDF 85% - EUR 143.743.50
  • Co-financing of the state budget 13% - EUR 21,984.30
  • Own contribution NERDA 2% -  EUR 3,382.20

Project results in the first implementation phase January 2017 - December 2018:

  • Regional Action Plan for the Promotion and Protection of Cultural Heritage in the North-East Region (documents available for download on Romanian page);
  • Six local action plans, one for each county seat municipality in the region. For each of the 6 municipalities, a portfolio of projects / actions proposed for achieving the vision and objectives established by the Local Action Plan was designed. These include, for each proposed action, a detailed description, information on the estimated budget, potential sources of funding, indicative implementation period and responsible / partner organizations (documents available for download on Romanian page).
