Success Stories

Each of these success stories is unique. We describe the experiences of different projects, but all with similar elements. These fundamentals are the vital ingredients for success: a strong motivation for the project.s implementation, partnership working, good technical documentation and respect for the financing authority's working procedures.

But arriving at a successful project requires various stages. At first there has to be a funding programme. Then a programme.s implementation requires various successive steps to be achieved. The information package and application guidelines have to go through a consultation process. After the programme has been launched at national level, plans for the regional launch and promotion have to developed. This means organising and holding regional level meetings with potential applicants, making sure the mass-media is fully briefed, information materials are distributed and finally advice and guidance given on an individual basis to applicants.

Project selection and evaluation is a very important stage in the process. This takes place after the project submission deadline and it is essential that the selection process is transparent. This is achieved by setting up an evaluation panel composed of either experts from the Agency and other interested organizations (including the Ministries of Development, Public Works and Houses, Education and Research, and Labour, Social Solidarity and Family) or independent experts designated by the Contracting Authority. All projects are evaluated by the following criteria:

  • administrative compliance
  • eligibility of applicants and projects
  • technical and financial evaluation

The North-East Regional Development Agency has carried out a wide range of activities supported through the Phare ESC programmes and those financed by the Romanian Government. This includes: consultancy, training and assistance for SME, human resource development, investments in social services, regional infrastructure, the environment, as well as investments in education, business development, and tourism. After accession to the European Union, Romania benefits of support from the Structural and Cohesion Funds within Convergence and European Territorial Cooperation objectives. As a Intermediate Body for the implementation of the Structural Funds, the North-East Regional Agency will have, as its main function, the implementation the Regional Operation Programme 2007-2013 - Regio’s priorities and measures. The Agency offers support / technical assistance over the entire period of project proposal preparation (in accordance with the timetables laid in the guide for applicants). This support is provided through the Agency's help-desk, located in their headquarters, the Agency's web page as well as though programme specific workshops, which provide further support and clarification.

The next stage is the implementation and monitoring of regional development programmes. For this, the Ministry of Development, Public Works and Houses, as the Contracting Authority, agrees technical assistance contracts with the Agency. Through these contracts, the Agency has delegated responsibility for the preparation of financial contracts with the beneficiaries of selected projects, monitoring the implementation of regional development projects and, of course, ensuring that, where necessary, corrective action is taken.
